Founder and President
Tal Eyal, founder and president of FS Energy, oversees all company operations including the energy procurement business, data analysis and reporting of energy usage.
Eyal’s expertise spans a diverse range of energy projects culled from more than two decades in the property management and project management industries. He has broad experience managing heating conversion projects in large residential and commercial buildings, negotiating contracts for energy procurement and demand management, and constructing co-generation systems. He also has secured millions of dollars in grants and loans from quasi-governmental agencies to subsidize energy-related construction for clients.
Eyal also is executive vice president of FirstService Residential New York and a founder and president of FS Project Management, the company’s subsidiary that oversees residential and commercial construction projects.
Director of Energy Management
Kelly Dougherty develops and implements long-term efficiency strategies for properties managed by FirstService Residential with the goal of reducing energy use, emissions, and costs. She works with industry leaders and government agencies to keep the company’s clients informed on the latest technologies, regulatory requirements, and incentive programs. She also develops seminars for FirstService Residential property managers and building staff to educate them on best practices for operating their buildings in an efficient manner.
Dougherty has over 12 years of facilities support, HVAC system operation, energy efficiency retrofits, and project management expertise which she amassed during previous roles at Air Ideal Inc. and Insight Civil Engineering. She earned an M.S. in Sustainability Management from Columbia University’s Earth Institute with a focus on corporate sustainability strategies, infrastructure resiliency development, and energy reduction planning. She also holds a B.S. in Management & Labor Relations from Rutgers University.
Chris Normandeau, CEM, LC, LEEDAP BD+C®
Chris Normandeau is Director of FS Energy based in Hollywood, FL. Normandeau helps community associations managed by FirstService Residential reduce energy use and costs by serving as a trusted advisor to boards – counseling them how best to curtail their energy and water usage while maintaining or improving their residential experience. Prior to joining FS Energy, Normandeau was co-founder of Core, a New York City-based sustainable project management firm which focused on maximizing client savings while minimizing environmental impact. He also served as a Project Manager for construction firm OmniBuild, where he was involved in all aspects of design, construction and budgeting, including overseeing energy efficiency projects across New York State. Normandeau, who earned a B.S. in Mechanical Engineering from Rensselaer Polytechnic Institute, is a Certified Energy Manager (C.E.M.), is Lighting Certified (LC), and is a LEED AP BD+C®. He has saved his clients hundreds of thousands of dollars by putting his considerable energy knowledge and expertise to work for them. Normandeau believes in the value of providing his clients with the tools and knowledge needed to continue reducing their carbon footprint, long after his energy savings initiatives have been put in place.
Client Commodity Manager
Edmond Ohin is responsible for designing integrated financial models to identify and evaluate various energy procurement scenarios that result in the most economical and cost-effective energy solutions for our clients. He handles the procurement of electric power, natural gas and oil commodities. Prior to joining FS Energy, Ohin was a Sourcing Operations Associate at Summit Energy Services, where he provided consulting services to several firms in the industrial and commercial space. He holds a B.S. in economics from Centre College.
Energy Aggregation and Procurement
Thomas Devlin is responsible for program and product structuring and overall strategy for FS Energy’s energy procurement programs. A member of the FS Energy team since 2011, Thom brings over 15 years of energy and finance experience to FirstService Residential managed properties. He holds a BSBA in finance from Georgetown University.
Benjamin C. Kirschenbaum
Vice President & General Counsel
Ben Kirschenbaum, an attorney with 30 years of experience in law, residential management and brokerage in New York City, directs all legal matters on behalf of FS Energy. He is a member of the Cooperative and Condominium Committee of the Association of the Bar of New York City. Kirschenbaum graduated from Duke University School of Law and received an A.B. from Brown University.
Chief Financial Officer
David Epstein serves as Chief Financial Officer of FS Energy and is responsible for the overall financial management of the company including business planning, financial reporting and transparency, budgeting, risk management, and compliance. He also works closely with the senior leadership team to set the company’s strategic direction.
A 27-year property management veteran, Epstein previously served as President of the Northeast Region, responsible for overseeing the performance of FirstService Residential operating companies in six states. Prior to that, he was one of the original owners of the Wentworth Group, where he served as Chief Financial Officer and held the position of Chief Executive Officer for 16 years. During his tenure, he drove Wentworth’s growth as it became the leading residential property management company in the Northeast. Wentworth ultimately became part of the FirstService Residential organization.
Epstein earned a Bachelor of Arts degree with honors from the Wharton School of Business at the University of Pennsylvania and successfully passed the Certified Public Accounting exam.
Dana B. Collins
Vice President, Marketing & Communications
Dana Collins oversees FS Energy’s marketing and public relations efforts in New York and is also involved in managing the company’s expansion to other markets across the U.S. Upon its founding in 2010, Collins developed FS Energy’s brand, website, and supporting marketing materials in order to communicate its service offerings, which are aimed at helping clients of FirstService Residential to reduce energy costs, consumption and carbon emissions. That same year, she helped conceptualize and launch the company’s Energy Report Cards for clients, which annually benchmark a building’s energy use in order to identify opportunities for efficiency improvement. She also devised the communications plan surrounding its Energy Aggregation Purchasing Program, which has helped clients save more than $15 million to date in natural gas and electricity costs.
Collins supports the company’s partnerships with the NYC Mayor’s Carbon Challenge and the US Department of Energy’s Better Buildings Challenge, as well as promotes its involvement in national competitions, such as the RISE:NYC resiliency competition. She earned a bachelor’s degree in communications from Boston University.
Energy Information Manager
Chloe Ouyang holds the position of Energy Information Manager for FS Energy. Ouyang is responsible for implementation and maintenance of FS Energy’s database that provides market-oriented energy analyses and products customized by state. She also manages the software development team in their design of the company’s applications and scraping programs to continuously improve the energy data collection process.
Ouyang’s forte in analytical problem solving results in the ability to augment business functionality using quantitative approaches. Her expertise in data mining, application of algorithms, statistical analysis and regression modeling enables her to successfully implement effective standard operating procedures.
Ouyang earned a bachelor’s degree in economics and a master’s degree in applied mathematics and statistics from Stony Brook University.
Director, Engineering Services
Bob Meyer is an expert in property maintenance and mechanical systems with nearly 30 years of experience in multi-family communities. Meyer has a certification from Coyne American Institute for HVAC and Electrical Maintenance, and a City of Chicago Stationary Engineers License.
Meyer provides expert direction to our Illinois team on preventative and predicative maintenance to prolong the life of property assets. He acts as a resource for association staff to ensure systems are efficiently maintained and to troubleshoot issues. To ensure consistent and high-quality service at each property, Meyer leads quarterly engineer meetings where staff acquire best practices along with training on new technologies.
Meyer served as a Chief Engineer for 25 years at several high profile class “A” properties. In addition to extensive experience overseeing and developing maintenance and janitorial staff, he has liaised with several property developers – from ground breaking through formation of the condominium association and board of directors.
